Need help with a GUI wrapper for cmd

I am working on something that I will be releasing when done, but am not familiar with CLI GUI or any graphical aspects. All I need to do is create a simple interface for a command line app (for win only atm) that just asks a couple of questions, then at the end asks for any extra command values to execute (i.e. -w 256, -I 18, that type of thing) then executes the command and prints the output on to a txt file.

Anyone have any experience with his type of thing? If you could even just point me into the right direction, or let me know the absolute easiest and quickest way to generate this type of thing, I'd appreciate it.
