After two days waiting user replied to my messages and paid the money. I removed him a negative trust so this accusation is not valid no more.

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

Scammers often delay as long as they can and then completely stop responding. Hopefully he doesn't came back with the my account was hacked excuse.

Not calling him a scammer but it doesn't look good after seeing him respond to your PMs, delay and then stop responding. That and it's been over 24 hours, right? Shouldn't more then a couple of minutes to send a skrill payment unless you're acting as a man in the middle and waiting for someone else to send the payment.
