So, 11mbtc will be added to the arrow

No more doposits were done at that round. Up arrow received 11mbtc (10mbtc and -10% fee) and down 0.
So at the end of the round, the Depositer will receive 10mbtc or 11mbtc ?

And How much Confirmation is needed for a transaction to be Confirmed and added to the arrow ?
