I have ZERO experience of hosting/designing websites and i do not know any programming languages.
And i want to start a site.

Can someone help me to do it?

The budget is really low. You will have to be open to sharing the idea with trusted developers and also be ready to be turned down by some of them. Ultimately, it all depends on the idea and the feasibility to develop the website. The developer will probably have to spend more than the amount you offer to get the site running.

It may well be better to learn your own PHP programming skills from scratch and go that route and learn how all the back end BTC stuff works, then get use that money to pay for a year's web hosting and see how it goes, that's what I'd do, just depends on how determined you are to make some money, a gambling site would probably be pretty easy to set up compared to an exchange and so on but I don't really know enough about PHP programming to say.

True, the budget still too low.
If you want make a gambling site at least BTC 1
that for pay the programmer & hosting things.

But it will give more benefit if you try to learn the code because you need to explain the code to your customer once your gambling site has been create

This is really important. If you want to run a gambling site, you have to have a decent bankroll to sustains wins and losses, and for that you would definitely need a bankroll. If you look at it, as a business, then you should definitely put in money in it, specially when its +EV.

You can actually go look at the bitcoin wiki, and learn to create sites on your own. I doubt, someone would create a guide, specially because of the competition you might pose to the existing casinos and sites.

I doubt, a lot of people will help you out like this. You should definitely hire a developer for this. The primary reason being, that at a later point, the security of the site will become an important factor. When players deposit and plays, then due to bugs/security flaws in the site, player funds might be at risk, and people might also be able to cheat to win more money, by which you will be taking a bigger loss.

yeah, i know. But the first thing is whether the site will survive the first stage.

I just want to know whether it is possible to implement with just pure HTML code.
