What is the best way to withdraw money from virtual credit card Issued by BZWBK?

What is the best and cheapest way to withdraw money from a virtual credit card?  The credit card is issued by Bank Zachodni WBK and Visa.
I was trying to verify the credit card in my Skrill, Paypal and Western Union account, but both three accounts didn't accepted the Polish virtual credit card, so now I can't withdraw money from the credit card.
Many people also complain about the credit card but I think there is a secret way to withdraw money from it, but I have no idea yet.

You could try to use Circle.com that might be of some help (They do not accept every visa but hey, you can try)
Also, which is the amount that you are trying to use?
