How needed is a instant bitcoin to paypal exchange? If it where to happen, a trusted site which exchanges bitcoin to paypal instantly?

bitcoin has no chargebacks, PayPal does. Mixing paypal and bitcoin normally ends with a theft.

I understand that part, but soon im launching a site where you sell your coins with and receive cash through paypal, going to be instant, 60seconds max delay, minimum 3 usd so you can then up to 600, a limit of 5 btc per a day

Isn't localbitcoin an already reliable exchange for people to trade with paypal, when you are on the receiving end?

You'd probably have to deal with a lot of chargeback fraud with this service.

Well PayPal doesn't allow the trading of cryptocurrencies so it'll be interesting how you will go about providing this service. Regardless, I would say since the majority of people are comfortable with PayPal if they were able to buy Bitcoins with PayPal it'd definitely help them dip their toes into the scene.

I would be interested in using this service, Provided the fees were relatively low.
