The system is a joke. It doesn't stop them from trying to scam us. If they get banned/negrepped, they would just make new accounts and try again. Education is the best weapon against them. Educate stupid people not to fall for scams.

You can still leave negative if it's warranted. Someone who is blatantly trying to scam deserves negative not neutral. In fact, I'd still say someone who is very likely to scam a negative would still be appropriate.

If you leave evidence of what they've done other people will know what to look for, a scammer I dealt with came back after several months to try it again thinking that we had all forgotten about him a trust system definitely isn't useless.

Most complaints about the trust system were coming from people saying they got their account ruined without even doing something bad... I'm sure you already know this. Anyone from the trust list could send negative feedback, even because he didn't like someone. I give you the LukeJr-bipolarBob incident as an example, there are likely hundred more...
