I know it means- something that is transparent with code available in public domain to check, utilize and play with it. Can I use Open EdX source code which is open source for commercial application?

Check the license that comes with the software. It will say if it can be used for commercial purposes, changed without attribution etc.

The license is GNU Affero, you can use it for commercial projects if you also publish the source code

That means, if I do some change to existing code then, I'll have to submit same to developers?

Is it so simple that- I can use it for commercial purpose, if I publish open source code at my website?

Really?
