If you can turn on a computer or cell phone and type numbers you can use bit coin. Use is really simple and you don't need to understand the underlying system to use it. To apply a standard like that is either intellectually dishonest or ignorant. 

Whoever mines the block which ends up containing your transaction will get its fee.
