You should be afaik, just verify your email.
But if you want to add credit card to your account you have to verify that otherwise you'll be able to use your paypal balance only (so yes, you can send money that you receive).

As far as I can remember, they didnt let me use my account unless I verified it (That was getting 2 small payments on my bank and putting the recieved amounts on there)

it depends the country in which you live,you've to verify your account to withdraw / send funds but you can receive funds without verifying.

you can recieve funds without verifying your account but if you want to send funds your account this to be verified

I was going to say I never needed to verify mine and could add a card and spend straight away, but there were account limits I had to verify eventually, but wasn't needed at first.

i think you can send, but you can put money into your account for checkings since they need that info.

also sending amounts becomes limited. money laundering etc.
