I don't think this is unreasonable. He probably does not want to associate the fact that he is lending with his "main" account and probably doesn't have trust with his main account either.

If the borrower follows this rule then the collateral will not be at risk as long as the borrower repays as agreed

Its more of he requests collateral, never sends the loan out, runs off with 17BTC worth of collateral

Since you are a newbie, you should allow the collateral yo be held by an escrow . Otherwise, you could also be doing this just for taking away/stealing the collateral.
