I was wondering what a solid, most efficient way to track stolen/tainted Bitcoin without having to hunt down the block chain.

Is there a way? If so, would you be interested in some sort of stolen/tainted Bitcoin tracker?

Who would decide what coins are labeled as tainted?

1) Mining Pools, You, Government, democratic vote or other.

Explain how you would go about doing this in a way that doesn't harm innocent users. Or at least harms innocent users less than the criminals.

Eventually, they would be untainted.
Explain how.
