May be I misunderstood it, but in your video:
1st round: Bet volume = 3
2nd round: Bet volume = 6
Result: Bettors in 1st round get 200% back.

3rd round: Bet volume = 2
Result: Bettors in 2nd round get 33% back.

Since your site is new, I assume you have a pretty small bet volume now, and that 0.02 btc admin bet will be overwhelming.
N-1 round: Bet volume is low, say 0.0005 btc
N round: Admin bet: 0.02 btc
Result: Bettors in N-1 round get 40x back.
