I would classify nihilists (the real ones, not the cartoon ones that show up in movies as pictured above) as True Neutral.

although slanted toward chaotic in things regarding big states (like police, financial system, war...) and slanted toward lawful toward day-to-day things and smaller communities.

Back on the old times, when D&D was either a board or book games, I used to play Fighting Fantasy which had nothing of that. Wiki here
