Yup, PD faucet starts with 500 satoshi every 180second. It will go up as you wager more on your account, but I believe it will take quite some betting to make it to 2100 satoshi (equivalent to 700 sat every 60s).

Think of a random number generator that always generates the same random numbers when it is initialized with the same so called seed (which is a text string). This seed consists of three parts:

- serverSeed: this is kept secret cause if you knew it, you could calculate the result
- clientSeed:  this is a value that you can chose at your will. it's like giving you the possibility to shuffle a card deck instead of relying on the site to shuffle correctly
- incremental nonce: a number which increases with each of your rolls which is neccessary to have a different seed for each roll in a ordered way

Not sure what happened, but Eric did mention the site was messed up and he was playing with positive EV earlier.

If you only play when the jackpot is big enough it can be +EV for you.

That doesn't mean it's -EV for the site though, since the jackpot is only a fraction of the house edge.

It's like only playing the state lottery when the jackpot hasn't been won for a few draws - it can become +EV to play even though it is also +EV for the state as well in the long run.
