Open source means that everyone can see the code and you can use it with very few restrictions. You can't fiddle with someone else's code but you can fiddle with your own copy of it.

take Windows media player Vs VLC player..


no developer can contribute to improving or developing windows media player but only microsoft can do and hence it will not be freely available...


but VLC is open source and anyone can contribute to its development and have full access to its code..it will be free..

people can copy the code and create similar version..

in ourcase dogecoin, litecoin etc..

In reality though he who controls the source control repository controls the code. They won't just let anyone check in changes willly nilly into the official repository. You could always make a copy of the current code into a repository that you control and start releasing your own builds, but nobody would likely use them over the official builds.

There is nothing "official" about the most commonly used builds.

The fact that a large percentage of users currently prefer that particular build doesn't make it "official", it just makes it popular.
