Gaming Sharing with anonymous people is a voilation of Sony's TOS, what does it mean - You wont get any help from Sony if you loose your game or he scam,

He might be a genuine person, and just trying to sell accounts so don't judge on my statement if he is scam or not

One more thing, ONCE you have the game in YOUR CONSOLE and it's setup as a primary account, NO ONE can take back, unless you delete it.

The only way I think, He is buying those games either with discount PSN credit and re-selling that account after PC de-activation, which is the perfect way for multiple sharing but you can only de-activate a PSN account after 6 months.

It's like Primary Account, Secondary Account and Ghost account
Ghost account when you download a game in your console, you cannot re-sell and once it's deleted, thats it

It's not illegal in a sense you will be charged for. It's against SONY's ToS.
