As with every other forum on the planet that has a marketplace, we need to adopt a few simple 'Marketplace New Thread Creation' stipulations/conditions that when/if not met, result in a Deleted Thread.

...Rule #1 being:

LIST WHERE YOU ARE SHIPPING FROM OR WHERE YOU ARE FROM

Once a transaction has 6 confirmations, it is extremely unlikely that an attacker without at least 50% of the network's computation power would be able to reverse it.

I must admit it's annoying when sellers or buyers assume everyone US is the only country in the world. I won an auction once, the seller mentioned free shipping everywhere but then decided that he won't ship to Europe after I had won the auction. It was a very little amount and we came to an agreement but a bitter taste remains.
