If you look at the profits of the average corporation, the government gets about $10 in free money for every $1 the shareholders get.  Fine.  However I think we should make them (teachers, professors, recipients of government cash) cut brush or work in nursing homes and average of 20 hours a week.  Can you imagine Obama and Biden actually doing work?  That would be laughs.

To answer your question: no, you can't. In the past, yes you could force them to do a decent quality work, but in those long gone happy days most of them just did their work properly without any enforcements.
BTW you absolutely can't force politicians for doing something useful... you need at least a revolution to do so, in that case however those parasites used to be the first to line up against the wall, so little use again but at least they can't do more harm to the public.

Government people who work directly with the public need to be bonded. If they order you to pay taxes without your consent, take them to court and sue their bond for 4 times the amount they took from you in taxes, plus court costs. No involuntary servitude. Your money is your property via your labor.

I was more interested in seeing the type of people and how they respond to this question on bitcointalk.  On most sites I would get dozens of Obama and Bush supporters calling me a troll or insulting me or something.  Some commie would  want a reference or make me calculate it out.   2 out of 3 who are probably more free than me responded.  I like it here.  Really learned from the 1st response.

To force people to do something you need enough power.  People do have the power now but its mostly misdirected energy ATM.  Secondly you need to  "look after" the people you are forcing to do whatever task else they wont perform.

Law in the States can be tricky. Yet, knowing a few tricks, the common person can wipe out the IRS.

For example - and don't do this until you have studied a little - whenever you file a W-4 so that you can get a job, fill out your name, address, and SSN the same as usual. Then, on all the first line that asks for any info, write "non-assumpsit." This means "no contract." Next, write "n-a" on all the rest of the lines. At the bottom (or where it asks) write "exempt." And, sign it, of course.

Your employer is only an in-between person. He doesn't have the right to interpret your paperwork for the IRS. His job is to obey it, and to give a copy to the IRS if they ask.

Sometimes the IRS will honor this W-4. Other times they may do a "frivolous charge" against you for filing like this, and order your employer to withhold anyway, or to withhold frivolous filing fine fees. This is why I say to study a little first.

What should you study? Youtube search on "Karl Lentz IRS." Study Karl. Also, check out Bill Thornton at http://1215.org/. And you might want to check out what Richard Cornforth has to say at http://voidjudgments.com/. Of course, do research on these guys any way you can. We have WAY more power than we know.
