Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

okey and how i can trusted me my Neteller ? for 2 Weeki think i have here trade Neteller for Bitcoin, whit User dsky , all okey whit no Problem !

yes, nobody will do this i guess
you should at least proof you are the owner of that account and show where the funds come from
probably it's easier to transfer the money to your bank account and then to an exchange Wink
