Bitcoin can be some of the topics but I would like to start a debating community on world events and users can enter in topics by themselves.
Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

yea, but it would be more angled towards bitcoins, just throwing the idea out there.

There's almost no such thing as debate, online or otherwise. What is called debate is mostly people talking past each other, flinging mud and trying to shout down those who disagree with them.

I was excited about the prospect until I read the follow-up posts that kind of makes sense. For what it's worth, at least I was able to join in the debate about having a debate, albeit my opinion is debatable.
