I see some wallets and transactions that send off to many different addresses in smaller increments and they are in turn split up and sent off. Is this a mixing service doing this? A script someone has run? As someone who has never used this before, what would I have to do to start?

Some exchanges can split big amounts to be able make many withdrawals at once. It is probably not mixing.

Technically, exchanges are not providing a mixing service, but you can deposit your bitcoin and withdraw it later to mix your coins.

This seems most correct.
