In my opinion, Namecheap is the best choice. I have been hosting BitRevenues with Namecheap cheapest plan for several months. The only downtime I encounter is a few days back. It cost less than 10 USD to rent their hosting for first year. After which, you will need to pay around 30 USD per year. They accept Bitcoin too. I would also recommend you to register a top-level domain on Namecheap. They're also having a promotion - .xyz domain cost only 1 USD for first year!
