Hi, I have had a Dragon 1THS bitcoin miner, and suddenly it has started grossly underperforming. As far as I can see from the mining report, it is mining at 1 THs, but mining pool is Reporting speeds of only 10-15 GHs. I have tried reflashing it With the latest firmware, but that doesn't help. All boards are working as far as I know, and no lights are blinking. They all heat up nicely as well, as they are warm to the touch.

I've never had hands on a Dragon or miners using that exact software setup, but I can't see any indication there that something is going wrong. I notice that your difficulty is down at 16, which should be increased to 512 or 1024 and might help some problems. Next step would be to try another of the big pools (btcguild) @ 1024 to see if you can't eliminate the pool.

Try another pool.  Also if that does not work grab another SD card and use a image know to work on others.  They are power hogs, but they normally do pretty good at staying around 1T when it works.
