you did notice that westernunion can be sent online using a credit card? I think there's no need to say any more

Western Union require ID verification and a letter to be sent to your cc address  to use a cc online.

In some european countries they dont. In denmark for example you can conduct up to 3 transfers before you need to verify your account with them.
