Let me answer that for you: No, you can not join. The campaign is closed for new participants.
A little friendly advise, if you want to have a smooth "career" on signature campaign, make it a habit to read one or two pages behind as usually some recent and important news was shared on those pages. If you don't make it a habit (and thus, lead to posting questions or statement that had been stated before on previous page (or even previous post)) there is a high possibility you will be marked as spammer sooner or later.

Is it possible, that todays payment is stuck due to the slow blockchain? I haven't received the todays payout yet and the spreadsheet seems to be update.

Admin hadn't post the transaction link here, so I think that the payment was still be arranged (in other word, the payment hadn't been sent yet) although the spreadsheet had been updated. Maybe the admin still calculating the sum needed and listing the amount to each account

used to be unlimited number of participants however because of the recent price kick in bitcoin the admin decided to stop accepting partipants on this campaign
