Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

Using the search function would be a good place to start, also check the currency exchange section of the marketplace. It's important to note that a lot of people around here are going to be weary of making a trade with paypal because the seller assumes all the risk: There have been multiple instances of people buying coins with paypal and then charging back the purchase and getting a refund from paypal. From reading around here a bit, though, the #bitcoin-otc channel on IRC looks like the best place to find someone to do a trade for paypal, especially for smaller amounts.

Your best bet is to forget about PayPal. If you are ripped off you will likely be on your own. If you are in the US, Russia, or Brazil, I highly recommend using bitinstant.com for your first purchases. It has fees, but it could not be easier.

bitmint.weebly.com is the only one that I know wikl take that risk. Paypal can induce chargebacks and thus is a bad choice and one that most people wont risk.
