NEED HELP BUYING BITCOINS!!

I bought a 3v Prepaid Visa and can't seem to buy bitcoin anywhere. Im looking to purchase 0.34 - 0.4 BTC. I have western union account, trying to set up skrill but having difficulties ATM. If someone can somehow sell me some or at least point me in the right direction, it would greatly be appreciated!
