I don't know if it is a good idea for this to be so transparent. I believe the info that is currently on the SIM card should stay private and independent of a blockchain.
I could be wrong though.

Currently, the system faces very existent obstacles in its way, one of them being carrier companies having to update the whole infrastructure in order to discard the now fallen in price SIM cards.
Bitcoin replacement for SIM cards can be an attractive idea, but it has to be thoroughly analyzed in terms of costs and benefits. The idea is great and all but as the article said, let's not get too excited yet, it's far from happening anytime soon. |

Don't know about using a Bitcoin-sidechain, but a similar process using Blockchain technology with a faster time of 15 seconds per block would be more workable. The other thing that would need to be taken into consideration would be compatibility with the different networks that the SIMs would've used (i.e. for some phones, you'd need different SIMs to access 3G compared to a 4G service).
