how much cooler would the air be if a hook up a thermoelectric to a heatsink and a fan ?

Like this:   thermoelectric = 0    Heat Sink = E  Fan = S

0--E--S   

would the air be any cooler or would it be a total waste ?

everything that use fan to cool something, it is subject to the ambient temp you can't go lower, you could try maybe you can gain some degree

A heat sink would be enough in itself, if its a large surface area .But the combination would definitely be perfect for the heat removal.

It can be done but you have to have a heatsink and fan on the HOT side too.

Thermoelectric use a LOT of power.

A small window air conditioner is prolly way more efficient.
Both have a hot side and a cool side.
