how much can you down clock a S1 to still make it hash at a decent rate ?

Check out the threads on "pencil mod" for the S1.  I'm not sure how low you're going to get since those things came in at 2W / GH/s.  There's far more efficient gear out there now, with even better efficiency gear on the horizon.  Currently, the S5 from Bitmain and the SP20 from Spondoolies are about the best you're going to get.

I didn't use a pencil, but I have a good chart of resistor values, core voltages and clock frequencies to get them down around 0.8W/GH if you take the effort to tweak properly.
