Considering the extremely low % of BTCs in circulation in fiat currency style, this is a likely scenario. But for how long can % of BTC in circulation (for buying/selling goods/services) remain so low ?

That is how real people makes money. You don't expect to study the charts, put your buy order in and wait for it to hit and then sell back at higher price, wouldn't you? That is too complicated

Hackers can't crack that

The exchanges tend to not have any financial interest in which way the price of bitcoin goes because they earn their money in trading commissions. They would actually have an incentive to want to stay online when the price is volatile because that generally means higher trading volume

The nature of the volatility is that there will be swings up or down. Sometimes, there is inherent risk like having money on an exchange, but there is the reward of profit. Put yourself into a position where you can buy low and sell high or sell high and buy low.

Is there any decentralized exchange that you can short bitcoins on? I know that BitShares could allow the shorting of btc if they had a market pegged asset with enough liquidity.

You sounded like shorting is a cause for hacks. There were exchange hacks when bitcoin price was on the way up. Your theory is flawed.

You sounded like shorting is a cause for hacks. There were exchange hacks when bitcoin price was on the way up. Your theory is flawed. In theory an exchange that offers massive leverage could potentially manipulate the price causing the forced liquidation of positions which would mean the exchange would know about orders prior to them being placed. This is not technically a hack but still a concern
