No-one will sell btc via paypal especially to a brand new account on here as paypal funds can be reversed (and they often are with btc sales). Might be different if you had an established trustworthy account.

To answer your question, there is no best way to buy bitcoins with PayPal, unless you are willing to wait 180 days on the PayPal chargeback option to expire. That having been said, I'll sell you all kinds of BTC for PayPal if you're willing to wait the 180 days.
