In cgminer my GPU 0 states that thread 1 is paused

Thread 0: 539.6 Mh/s Enabled ALIVE
Thread 1: 0.0 Mh/s Enabled ALIVE paused

And is doing about 100 Mh/s less than the other 3 gpus using both threads. Does anyone know what this is and how you can unpause it using win 32 cgminer?
