This is a speculation.

Truly, I believe 100% this is a scam but I cannot call it out in the wild like so until proven guilty.

What are your thoughts?

Who cares? I don't even think that those kinds of actions should be considered when determining trust, so it doesn't matter.

And anyways, why would the BTC-e PR account post a note of thanks if it was actually a scam?

Nope, someone else, just recently. The name is talked little bit less than atlas's name.

I got the name on the tip of my tongue, I hate that LoL. I am looking now for the name.
