Maybe he/she was testing to create lots of transactions that build on each other to see if they would all confirm (as they keep sending back to the original address and then send out that unspent input again and again...). They did confirm OK.

Well that's weird Shocked Probably someone is testing some kind of BOTS or something ?
It sending basically each 10 seconds as you said and always same amounts of money either 0.3501 or 0.45 but it's not sending any BTC anymore .

Is it a hot wallet of a exchange or gambling site or something like that?

Most probably it is from gambling site that do automated process. Exchangers don't usually do frequent small amounts.

The above link shows that some of the funds are going to the cold wallet of bitdice.me
So i assume the transactions relate to a bitcoin gambling site.
Maybe payouts and hot wallet movements. Clearly the above link is a deposit into a Cold Wallet (or so it claims from its label).

I support a decentralized & unregulatable ledger first, with safe scaling over time.

So it dosen't make a lot of sense if someone says it's some Gambling or betting websites , I don't see hundreds of people gambling with the same amount each time  Roll Eyes does it ?

Or this address just want to move bitcoin to some addresses
I can tell you with a good amount of certainty that it is not a mixing service. That is not how they work.
I wouldn't be surprised if it is some intermediary address/wallet of some kind of service that holds bitcoin on behalf of others. (potentially a "chilly" wallet). It is probably sending funds to the service's cold wallet once it's balance reaches a certain point (or could be doing the reverse and refilling the hot wallet once it reaches a certain low point).
