before it was filled with new users asking questions about different stuff

but now every other post is either a video or faucet list just for gaining some referrals

Mostly because one of the most popular questions from newbies is "how/where do I get free bitcoins?"

I see alot newbies asking about bitcoin functionality etc so what are you talking about? And yep newbies also ask where they can get free coins.

Well most of people (beginners) wants to know how to start getting BTC and there is no way better then faucets so yeah ... It's a normal question I guess, but I do agree it's kinda abused to see thousands of threads about the same thing
I guess making a sticked TOPIC about list of faucets with how much do they pay should solve this issue once for all .

Also, faucets are a great way for newbies to get into Bitcoin. It may not be profitable, but it gives them a small amount of BTC to play around with. There are still a lot of people asking questions though in the beginners section, look around.

Well, it wouldn't help much in this case.

I somewhat agree on newbie jail, but I'd also give them access to other 'technical' sections, so they can get help with mining, wallets set-up etc.

Better flooded with faucets than Ponzis.   However, if the posts are referral spam you should/could report it to moderators.

+1. I agree it may helps but we should avoid bothering the legit newbies as well. Maybe allowing them to write only in newbie jail & Meta? Maybe granting them read-only access to technical sections?

Disagree, why do you want to restrict the access to technical boards? I've seen many newbies signing up just to get some technical help. You cannot guarantee that anyone with specific tech knowledge will be monitoring beginners section.

And if newbie starts non-tech thread (spam/fud etc) it tech section, you could just report it and get it removed.

All this is a good description of Russian section for beginners. And even several times more than in the English section.
