Been doing Cipher for quite some time now and finally made a website http://bitcoinciphers.com/index.php  its a non profit website because i love to make Ciphers and see how other people try to crack them and what tools / ways they use to finally solve them !

do you have what it takes to solve it Wink ?

He's telling me something about " " which complicates things slightly.

Assumed it was a substitution cipher so I tried performing a frequency analysis on it. Didn't work although I can see some patterns.
