How do you send btc to multiple addresses by paying a one time fee?
Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

You can configure a custom transaction using certain wallets like Electrum for example. When sending your transaction you can define multiple addresses you want to send coins to and define the respective amount of BTC!

You need to construct a transaction with one output for each destination address.

See http://www.reddit.com/r/Bitcoin/comments/1xi326/how_can_i_make_a_multioutput_transaction/ for a short answer. I can't verify the menu functions at the moment, though.

which bitcoin wallet are you using. it depends but usually its is under custom section of the wallet, or you can add recepiants simply by clicking the add button

Weak hands have been complaining about missing out ever since bitcoin was $1 and never buy the dip.
Whales are those who keep buying the dip.

You can also do this using RPC commands to a bitcoind instance.
