It's quite simple, when there's a maximum currency total for each draw the odds can be distributed fairly. Although, you can increase the amount you bet to improve your odds of winning, this will result in a decreased profit.

Bet       Odds  Prize     Profit
฿0.025  1:10  ฿0.225  ฿0.200
฿0.075  3:10  ฿0.225  ฿0.150
฿0.125  5:10  ฿0.225  ฿0.100

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.
