He isn´t paying 9000 sat/hr to faucet lickers out of the kindness of his heart. It´s to entice them to pay money. Unfortunately people that whine and cry over five cents are very unlikely to buy anything so he could as well lower the payout to 1000 per hour. Would decrease the load and stabilize the site. And OP would have much less headaches from the faucet lickers and more time to tend to paying customers.

Charge 5000 sat for level 1, make it pay 1 satoshi every two minutes, set a lifetime similar to the one below and you're set. Less interesting than higher grade, still interesting enough, no captcha and 5000 is something some can offer, even with another faucet.

Yes, 0,0001 would work, with 1 satoshi per minute (instead of every 2 minutes) and double the capacity compared to my calculations. But getting 10000 sat from faucets would be very long, I think.
