After receive it, the loaner will receive the loan.

Agreed, Im in Germany as well, but liquidating the goods would probably be very dificult.

It is up to you to decide if the scale is valuable enough to cover the loan.

All collateral should be held by a trusted third party. Also I would find it hard to believe that it would make sense to pay for shipping to and from the US for a $70 loan
