Advice you to use escrow because that way you both will be safe. Better safe than sorry.
the quote that you quoted is asking who is going to act as escrow. Therefore I think it is safe to assume that they are planning on using escrow.
It was just an advice to the buyer. The seller said wanted to convey - " either you can use an escrow or go first" ,
I just adviced him to use escrow.
