Maybe we should start calling them out? Each post we send to PayPal or whoever might be interested in following up. Perhaps if they feel they are being watched here it will help?

What is it you want to do with them? Do your part and leave appropriate Trust, other than that, it only takes a few minutes to buy or open a new account.

I think the point is that the threads should not be allowed at all. There are a few members who are almost certainly selling things that were purchased carded digital goods that receive negative trust and can continue to operate. The problem is that it is hard to say with 100% certainty that someone is selling something purchased with a stolen credit card - comment sense would tell you that they were, however there is really not sufficient proof for them to be found guilty in a court

Sellers should provide how did they get those goods. If they used CC etc they should provide gov ID and CC (Of course they should reveal only releated parts for instance; Name and Surname's capital letters on the CC and ID, digital good's payment page etc). If the CC is stollen then they can't provide consistent data.

Giving this information would be a breach of privacy that the forum values. It is also possible that people received gift cards in small amounts (e.g. $25 - $50) from contests, however when someone is selling thousands of dollars worth of gift cards over time one can only make one reasonable conclusion

Maybe they can give info to the marketplace mods and they can verify.

You have good intentions however giving up any personal information to anyone as a condition of doing business is never a good idea. Not only would this force the moderators (and in turn the forum) to endorse potential deals (e.g. say they are not a scam) but would also force people to give up privacy that the vast majority of people on here value greatly.

If you have suspicions you can write it in thread or give trust rating to warn others. Nobody force you to buy/sell anything here. Sellers should provide how did they get those goods. No they shouldn't. It's not moderators job to investigate if selling good is stolen or not. Moderators should not delete threads except it's illegal in every jurisdiction. (cc dumps etc.) Maybe they can give info to the marketplace mods and they can verify. This isn't a solution. You should not trust nobody in this forum, moderators included.

The same penalty is subject who strives to make purchase or receive for any reason whatsoever any of the above things, without having first ascertained the provenience.

Probably not , I guess there is no way to stop them or spot them always . The only thing someone can do is always ask the user how he got that Item (Steam wallet for example) and ask for proove that he got it on a legal way (Physic card screenshot , or whatever) ~ Madness
