I'm new to the forum and learned that Bitcointalk accounts can be bought and sold. How do I make this happen? Is there a guide available? How does a person transact the account's username and password? What is the actual process?

You post on Sell or buy thread on the Digital goods section . Why people buy Accounts ? Well it's simple people buy accounts to enroll on signature compaigns and earn money , the highest payout signature compaign now is Bit-x which you can earn up to 0.3 BTC per month if you are really contributing on the forum (depends on the Rank of the account tho) .
Make sure to use an Escrow (you simply give the escrow informations of the account or BTC depends weither you are seller or buyer) so you don't scam or you get scammed . Feel free to ask any further questions if you have any . Good luck mate

I love buying/selling of accounts because users can put their account as collateral but this is going in a bad way. People are asking in 'Meta'!

You can shoot a PM to someone who has a thread open for selling accounts to buy an account. There are very few people actively buying accounts so if you wanted to sell them you would probably want to create your own thread selling whatever inventory you have.

It is always best to get a signed message prior to buying the account in order to confirm ownership of the account so you know there will not be a claim that it is hacked.

Accounts don't seem to be going for as much as they used to so take that into consideration along with the long time it takes you to get the accounts to worthwhile/valuable level. People also will likely just buy from a trusted source rather than go to a newbie as well.
