Need help making a t-shirt

I have instructions for the image size to be like this:

Save your images at resolution of 300 dpi. Resolutions other than 300DPI may result in your final prints being printed at a smaller size than expected regardless of your document size.

Need someone to explain to be what the heck they mean and how does this all work....

like how would I fit something like this to those guidelines...

Use photoshop when you save the file you can change the file to 300 dpi.
