How exactly do one load those cards? Through wire transfer (SEPA) to the IBAN of the card? What are the limits?

€ 150 maximum daily cash withdrawal at an ATM
€ 750 maximum balance of the card at any given time
€ 2500 maximum yearly balance

That's not secure at all 
To load the card one would need to open the envelope, thus knowing the card number and VCC which would  enable the person to spend the funds on the card.

Buy the card and send them to the winners. Ask them what's their IBAN after they get and the card and use an exchange, probably with disposable accounts, to send them the money.
