These cards comes with an IBAN number, sealed PIN code in a sealed letter.

Yes, the cards comes exactly like on the pictures : in a sealed letter with the card, PIN (also sealed), and one information paper.

How exactly do one load those cards? Through wire transfer (SEPA) to the IBAN of the card? What are the limits?

That's not secure at all  Undecided
To load the card one would need to open the envelope, thus knowing the card number and VCC which would  enable the person to spend the funds on the card.

Buy the card and send them to the winners. Ask them what's their IBAN after they get and the card and use an exchange, probably with disposable accounts, to send them the money.
