Typical stuff. These kinds of services (law enforcement/justice) rely daily on computers and IT. But when it comes to building a secure system for user databases or to hire technicians, everyone goes the cheap way because "even a small laptop works" and because "we don't need IT technicians, we'll just hire someone who can install stuff here and there".
