So yeah , Unless you give a Collateral , no one is willing to lend anyone anything .

If you can proove that the account contain what you are saying . I guess yes  you can do that .
You can try to put it as Collateral and wait if someone is interessted or check Muhammed Zakhir & Marcotheminer loaning threads , they do give loans .
