While trying to get the game activated Steam gave me the message that the game is not allowed in my Country.

So I really won't get the censored version, steam blocks it completely. (Maybe good to know for you in the future, that some games may not work everywhere)

After logging in using a VPN that gave me an US IP it worked and is now installing. (Luckily, I would not have played a censored Version of South Park, that's just ridiculous)

It seems that Valve or/and publisher of South Park changed their policy; I mean all previous uncut games are direct redeemable in the countries, where censorship presents. Apologizing for the problem and I'm glad you've wade through inconveniences.
